Good Q Lora - the thing to look for is a change "to" the primary use. A change to the primary use or function of a room or space triggers the requirement for an accessible route and all the trimmings - restrooms, drinking fountain, etc.

I thought it was only changes of use that kicked in bringing the existing building up to current code - that if you have an existing multi-tenant building and you make a modification to a portion for a new tenant (within the same use group) that this did not require bringing the base building (i.e. common restrooms) up to current code.
