Code Cafe > conversion of B use to A2 & mixed use occupancy

Am working on a revitalization plan for downtown Warsaw NY. One CBD mixed use building was just converted on the bottom floor from B, a beauty shop to A2, a pizza shop. The second floor contains at least two apartments.

Does the owner need to sprinkler the entire building or just the bottom restaurant floor?

This is usually an all or nothing situation unles its an incidental use like a furnace or storage room.
